1. Buffer states, when authentically independent, typically pursue a neutralist foreign policy, which distinguishes them from satellite states.

2. After the Coup of 1960, a coalition government was formed between neutralists, communists and rightists on 18 November 1960.

3. Three months later, Nosavan launched an American-backed countercoup from his base in Savannakhet, successfully attacking the Neutralists in Vientiane.

4. A fourth Parachute School was briefly established by the Neutralists at Muang Phanh in 1961, but the Pathet Lao offensive held in early May 1964 forced the training staff to relocate to Vang Vieng.
